A rate confirmation is supposed to be a simple document: the broker agrees to pay a rate, the carrier agrees to haul the load. But fraudulent rate cons are now one of the most common scams in trucking. Fake documents posing as contracts from real brokerages trick carriers into hauling freight they will never get paid for — and trick factoring companies into funding invoices that will never be collected.
If you are a carrier, a dispatcher, or a factoring company, verifying every rate confirmation before the truck rolls (or before money moves) is no longer optional. Here is the checklist.
Step 1: Verify the broker's identity independently
Never trust the contact details printed on the rate con itself. A fraudster controls everything on that document.
- Look up the broker's MC number on the FMCSA SAFER system. Confirm the authority is active and note the registered phone number.
- Call that registered number — not the number on the rate con — to confirm the load exists.
- Check how old the authority is. Brand-new authority (under 90 days) on a high-paying load deserves extra scrutiny.
Step 2: Check the email domain
This is the single fastest fraud check. Legitimate brokers send rate cons from their company domain. If the email came from Gmail, Yahoo, Outlook, or a domain that is one letter off from the real company ("chr0binson.com"), stop.
Compare the sending domain against the broker's real website. Fraudsters register lookalike domains constantly, and the misspelling is easy to miss when you are moving fast.
Step 3: Sanity-check the rate against the lane
If the rate is well above market for that lane — 25% or more — ask why. Above-market rates are the bait in most fraudulent rate con schemes. Check the lane average on DAT RateView, Truckstop Rate Insights, or your own historical data before accepting.
Step 4: Match the rate con against the BOL
Once the load is picked up, the bill of lading has to agree with the rate confirmation:
- Same broker name — a different company on the BOL can indicate double brokering
- Same origin and destination
- Same commodity and weight
- Consistent load and reference numbers
If the BOL shows a party that appears nowhere on the rate con, investigate before delivering — and definitely before invoicing or funding.
Step 5: Verify every accessorial has documentation
Detention, lumper fees, TONU, and layover charges are where inflated billing hides. Each charge needs support:
- Detention: check-in and check-out timestamps that match the claimed hours
- Lumper: a receipt naming the actual facility, with an amount consistent with that facility's norms
- TONU or dry run: proof the truck actually showed up, such as facility check-in or cancellation messages
No documentation, no payment. That has to be the rule.
Step 6: Confirm payment terms match what was negotiated
Check that the rate con states the agreed payment terms — Net 30, quick pay percentage, and so on — and that they match the conversation. Fraudsters sometimes alter terms after a verbal agreement, betting nobody reads the fine print twice.
Why manual verification breaks down
Every step above is simple. The problem is doing all of them, on every load, every day. The rate con is in one email, the BOL is in another, the FMCSA lookup is a browser tab, and the lane rate is in a third system. The actual comparison takes seconds; gathering the documents takes minutes — so under time pressure, checks get skipped. Fraudsters count on exactly that.
This is where automated document verification changes the economics. AI document extraction reads the rate con, the BOL, the POD, and the invoice, pulls the key fields from each, and compares them automatically — flagging mismatched broker names, out-of-range rates, and unsupported charges on every single load, not just the ones someone had time to check.
For factoring companies especially, this is a funding-risk control: a factor funds against documents, so if the documents are inconsistent, the factor takes the loss. Screening every funding package automatically is the only version of "verify everything" that actually scales.
